PURPOSE
The purpose of this report is to provide the City Council with an opportunity to discuss its Fiscal Year (FY) 2004-2005 Top Ten Goals as requested during the Council�s Goal Setting Workshop.
BACKGROUND
Prior to the start of each fiscal year, the City Council holds a Goal Setting Workshop. The purpose of the workshop is to 1) review the City Council�s expectations of staff, 2) review its expectations of how its members will work together, 3) appoint City Council/Redevelopment Agency liaisons to Council/Board committees, and 4) to give each Council Member an opportunity to list his or her top ten goals for the upcoming fiscal year.
Analysis
The City Council held its annual Goal Setting Workshop for FY 2004-2005 on May 8, 2004. Each City Council Member listed his or her top ten goals for the upcoming fiscal year (see Attachment I). At that time, the City Council asked that staff bring back Council�s top ten goals as an item for discussion during a subsequent Council meeting.
To facilitate this discussion, staff has placed each Council Member�s goals into a matrix that groups the goals together into broad goal categories or topics (see Attachment II). Staff has been careful to ensure that all the individual Council Member�s goals have been reflected in this matrix and that none have been left off in the process of combining them into topics.
Staff has also incorporated the City Council�s goals into the FY 2004-2005 Work Program. The Work Program was initially presented to the City Council at the July 20, 2004 City Council meeting, and each department will continue to present their Work Program items over the next several City Council meetings. The items contained in the Work Program are usually organized under the following seven goals that were identified in the Ten-Year Strategic Plan:
Section A Quality of Life and Sense of Community Section B Quality and Clean Development Section C Fire and Police Services Section D Parks and Library Section E Environment and Infrastructure Section F General City Operations Section G Fiscally Responsible City Government
The Work Program document the City Council received on July 20, 2004 reflects this traditional organization of the Work Program items.
To give the City Council an opportunity to understand the Work Program in light of the top ten goal categories or topics it identified at its Goal Setting Workshop, staff has reorganized the FY 2004-2005 Work Program items so that they are grouped according to the ten goal categories (see Attachment III). This enables the City Council to identify what activities are already underway to meet its FY 2004-2005 goals. Many Work Program items meet more than one goal, and are therefore listed more than once (under each goal they meet).
RECOMMENDATION
Staff requests that the City Council review its FY 2004-2005 goals and the related Work Program items, discuss its top ten goals as requested at the Goal Setting Workshop, and provide any additional direction to staff as necessary.
