SUBJECT: REVISING THE SPECIFICATION FOR THE CLASSIFICATION OF SUPERVISING CONSTRUCTION INSPECTOR CTC No. 0932


PURPOSE

 

The purpose of this report is to request City Council adoption of a resolution revising the specification for the classification of Supervising Construction Inspector CTC No. 0932, as shown in the attachment.

 

BACKGROUND

 

The Supervising Construction Inspector specification was created on November 24, 1981.  Since that time the specification�s format was revised in June of 2002 to adhere to the requirements of the Americans with Disabilities Act.  The minimum qualifications were revised on July 15, 2003 to include the revised education/training language that was applied to all Burbank Management Association (BMA), unrepresented managers, and executive classifications.  Other than these minor changes, the specification has never been revised or updated since its inception.

 

The proposed revisions to this specification were made for the following reasons:  to better reflect the actual duties and requirements of the position in the current market environment; to conform to the current rules, regulations, laws, and standards applicable to the position; and to assist the department when it needs to recruit in this highly specialized field.

 

ANALYSIS & CONCLUSION

 

The Supervising Construction Inspector not only directs and supervises the Construction Inspectors, but is also required to inspect projects.  This position is responsible to ensure that all inspections are done correctly and within the current laws, codes, regulations, and industry standards.  This position is also responsible to train the Construction Inspectors.  This position must be able to communicate effectively with fellow employees, supervisors, workers, contractors, and the public.  This supervisor must be knowledgeable, articulate, and able to step in and do the actual work of a Construction Inspector.

 

This classification will continue to be a Civil Service position, represented by the Burbank Management Association (BMA), and subject to the Fair Labor Standards Act (FLSA).  This position will be included in the City�s Conflict of Interest Code.  The Civil Service Board approved these revisions to this specification at their regular meeting on May 5, 2004.

 

FISCAL IMPACT

 

There will be no additional costs associated with these revisions to this specification.

 

RECOMMENDATION

 

Staff recommends adoption of the proposed resolution.
