SUBJECT: REVISING AND RE-TITLING THE SPECIFICATION OF EQUIPMENT MAINTENANCE SUPERVISOR/BWP CTC No. 0321 TO FLEET MANAGER/BWP CTC No. 0365


PURPOSE

 

The purpose of this report is to request City Council adoption of a resolution revising and re-titling the specification for the classification of Equipment Maintenance Supervisor/BWP CTC No. 0321 to Fleet Manager/BWP CTC No. 0365, as shown in the attachment.

 

BACKGROUND

 

Burbank Water and Power (BWP) has been undergoing departmental reorganization over the past several years to enable them to continue to be on the cutting edge of utility industry changes.  In order for Burbank Water and Power to remain competitive, the department needs to continue to keep pace with these changes.  The revisions and re-titling of this specification incorporate the management rather than supervisory designation of this position as reflected in the existing market. 

 

ANALYSIS & CONCLUSION


The Fleet Manager/BWP will manage the fleet operations within the department.  This position will be responsible for ensuring that BWP�s fleet is available to assist in meeting the department�s reliability standards of serving and restoring electric and water service in a timely manner.  The Fleet Manager/BWP will not only be responsible for providing fleet service to the operating divisions, but will also communicate daily with these operating divisions to ensure that their maintenance and fleet requirements are met.  This position will also communicate directly with the Assistant General Manager � Finance and Administration.  The changes to the specification will clearly address the current and on-going needs of the department.  The broader range of duties and responsibilities now required by this position are reflected in the minimum requirements (i.e. a degree as well as experience).  This position is currently vacant so these changes will not affect any incumbent.

 

This classification will continue to be Civil Service and subject to the Fair Labor Standards Act (FLSA).  It will be included in the City�s Conflict of Interest Code and the Burbank Management Association will continue to represent this classification.  The Civil Service Board approved these changes at their regular meeting on February 4, 2004.

 

FISCAL IMPACT

 

The estimated additional costs associated with upgrading the position of Equipment Maintenance Supervisor/BWP to the proposed Fleet Manager/BWP would be $5,100 per year.  This increase will not have a negative impact on the General Fund, as this division is funded by Fund 922 � BWP Fleet Fund.  There are sufficient dollars available through salary savings in Fund 922 to cover this additional salary cost.

 

The salary range for the Fleet Manager/BWP position was established by comparing the salary and duties for the Fleet Superintendent in Public Works to the proposed duties for this position.  It was determined, in conjunction with BWP that the salary range should be set at 95% of the Fleet Superintendent.  As such, the new Fleet Manager/BWP position�s salary range will be set at $5,555 - $6,749.

 

RECOMMENDATION

 

Staff recommends that the specification for the classification of Equipment Maintenance Supervisor/BWP CTC No. 0321 be revised and re-titled to Fleet Manager/BWP CTC No. 0365, as shown in the attachment.  Staff also recommends that the salary for the classification be set as proposed.
