PURPOSE
The purpose of this report is to revise and re-title the specification for the classification of Administrative Analyst II/BWP CTC No. 0016 to Legislative Analyst CTC No. 0483, as shown in the attachment.
BACKGROUND
Burbank Water and Power (BWP) has been undergoing departmental reorganization over the past couple of years to enable them to continue to be on the cutting edge of utility industry changes. In order for Burbank Water and Power to be on the forefront of the changing issues, the department has recognized the need for a position that can be proactive in the monitoring and tracking of new legislation. The new proposed title and revised specification more accurately describes the actual duties and requirements of this position. These revisions will also assist the department if it needs to recruit for this highly specialized field.
ANALYSIS & CONCLUSION
The revisions and re-titling of the specification for the classification of Administrative Analyst II/BWP to Legislative Analyst addresses the significant changes to the classification and more clearly reflects the specialized duties and requirements of the position. They also clearly address the current and on-going needs of the department.
This position will continue to be exempt from Civil Service and the Fair Labor Standards Act (FLSA). However, it will continue to be represented by the Burbank Management Association.
The Civil Service Board was advised of these revisions at their regular meeting on January 7, 2004.
FISCAL IMPACT
There is no fiscal impact from the revision or re-titling of this specification.
RECOMMENDATION
Staff recommends that the specification for the classification of Administrative Analyst II/BWP CTC No. 0016 be revised and re-titled to Legislative Analyst CTC No. 0483, as shown in the attachment.
