CITY  OF  BURBANK

POLICE DEPARTMENT

MEMORANDUM

DATE: February 3, 2004
TO: Mary Alvord, City Manager
FROM: Thomas Hoefel, Chief of Police
SUBJECT: RESOLUTION ACCEPTING A BICYCLE DONATION TO THE BURBANK POLICE DEPARTMENT

PURPOSE:

To request City Council acceptance of a bicycle donated by Custom Protective Services to the Burbank Police Department for use in the bike patrol program.

BACKGROUND & ANALYSIS:

Through both preventive and enforcement efforts, the mission of the Burbank Police Bicycle Patrol Detail in Downtown Burbank is to maintain social order, minimize crime and traffic problems, and provide police services to the community in a courteous, caring, and efficient manner.

The Bike Detail operates under the Patrol Division and promotes an atmosphere of efficient service and safety through the utilization of officers on bicycles.  The primary deployment of bike officers is in Downtown Burbank, but they can be deployed for special events or in any other area as needed.

Bicycle officers are specially trained in the necessary skills to properly utilize a bicycle for patrol and are assigned to Downtown Burbank just like any other patrol assignment, but use a bicycle instead of in a patrol car.  They handle all calls for service, such as crime reports, and do both traffic and criminal enforcement.  These officers are very visible in Downtown Burbank and are an effective crime deterrent.

Custom Protective Services handles the security for the AMC Theatres in Downtown Burbank and works very closely with our bicycle officers.  Dennis Sebenick, President of Custom Protective Services, has offered to donate a bicycle to the Bike Detail in an effort to promote community policing and teamwork in this area.

FISCAL IMPACT:

There is no fiscal impact as a result of accepting this bicycle.  Repair expenses will be absorbed into the current Bike Detail budget.

RECOMMENDATION:

Staff is recommending that the City Council express its appreciation to Custom Protective Services and adopt a resolution accepting the donation of a bicycle to the Burbank Police Department.

THOMAS HOEFEL

Chief of Police
