Ceremony |
A Police Awards Ceremony was held at the Police/Fire Headquaters at 200
North Third Street to honor the following:
Professional Esteem Award recipients: Gil Moreno, Communications Operator;
Officer Peter Eirich; Officer Henry Garay; Officer Mike Macias; Detective
Darin Ryburn; Detective Gary Seymour; Sergeant Jose Duran; Sergeant Omar
Rodriguez; Lieutenant Kevin Krafft; Lieutenant Pat Lynch; Cindy Magnante,
Administrative Officer; and, Captain Tim Stehr.
Police Medal recipients: Officer Craig Bragdon; Officer Jeff Lamoureaux;
and, Officer Nick Nichols.
The Officer of the Year Award recipient was Officer Gregory Campbell and
the Medal of Valor was posthumously presented to Officer Matthew Pavelka,
who was killed in the line of duty on November 15, 2003. Los Angeles
Police Department Officer Michael Pavelka accepted the Medal of Valor on
behalf of his son.

Program |
Mrs. Stewart,
Administrative Analyst, Community Development Department, introduced the
new Ambassador Program recently implemented in the downtown, which
consists of goodwill guides walking around the downtown and giving
directions, offering security and customer-oriented support for downtown
patrons. She introduced Annette Carr and Lynette Carr, ambassadors, and
Keith Boles, Branch Manager, Barton Protective Services, Inc.

Month |
Mary Forrest, Senior
Conservation Advisor, Burbank Water and Power, presented Mrs. Cohen,
Library Services Director, with a set of books representing 220 books
which were donated to the Burbank Public Library celebrating May as Water
Awareness Month. Mrs. Cohen expressed appreciation to Burbank Water and
Power for the donation.

President of Leadership Burbank, gave a brief overview of the program and
introduced the Board of Directors who were present. Mayor Ramos presented
Certificates of Recognition to the following graduates: James Anderson
(not present); Michael D. Anderson; Marine Avakyan; Nick Behunin; Laurie
Bleick; Alma Briseno; Michael Burger; Sommer Embree; Nicole Graebner;
Brian Greene; Kreigh Hampel; Randel Holman; Vahe Hovanessian; Ruth Jones;

Mayor Ramos stated that �this is the time and place for the hearing on the
proposed public hearing on Project No. 2004-75, the Zone Text Amendment
concerning Downtown Restaurants. Staff has requested that this hearing be
continued to June 15, 2004.�

Addition of
Article X, Sec.
11, Standby
Service Electric
Rates (Fee
Schedule) |
Mr. Simay, Assistant General Manager,
Burbank Water and Power (BWP), requested that the Council approve the
addition of Article X, Section 11, �Standby Service� to the Burbank Fee
Schedule, which would establish Standby Service electric rates for BWP�s
customers. He explained that customers who self-generate, but continue to
remain connected to BWP�s system for back-up or supplemental power, pay a
Standby Service electric rate that is meant to recover the cost of having
BWP available for them. He noted that the proposed Standby Service
electric rates which are to be part of the Burbank Fee Schedule are
designed to fully recover from Standby Service customers their fair share
of the Operation and Maintenance and fixed ownership costs of the BWP
facilities needed to serve them.

with Ms. Murphy absent that �the Council approve the addition of Article
X, Section 11, �Standby Service� to the Burbank Fee Schedule. This
addition will be incorporated into the proposed Fiscal year 2004-05
Burbank Fee Schedule, which will be presented to the Council at the June
8, 2004 meeting.�

BWP Monthly
Report |
Mr. Davis, General
Manager, Burbank Water and Power (BWP), presented the Monthly Water and
Power operating report for the month of May 2004. He stated that water
quality continued to meet or exceed State, Federal and the standards set
by the Council. He added that year-to-date portable water sales were
slightly under budget and reclaim water sales are slightly higher than
budget. He noted that the net year-to-date water income is approximately
$1 million better than budget.
On the electric
side, Mr. Davis stated that the number of power outages continues to
decline and expressed concern with mylar balloons which are the largest
single cause of power outages in the City over the last decade. He also
reported that the Department�s response time to outages is below the
national standard. He noted that retail sales are slightly ahead of
budget and power supply costs are under budget.
Mr. Davis also reported on the landfill generation project which is
producing 40 percent more KiloWatts than projected with excellent
reliability, and stated that the Magnolia Power Project continues on
schedule and under budget with no lost time accidents. He also noted the
completion of the first phase of re-landscaping of the BWP yard and the
improvements in process at the BWP administration building.
The Council noted and filed the report.
