City of Burbank - Council Minutes

Monday, May 3, 2004


In accordance with Section 6 of the Charter of the City of Burbank, a meeting of the Council was held in the Council Chamber of the City Hall, 275 East Olive Avenue, on the above date for the purpose of selecting a new Mayor, Vice Mayor, and to make appointments to the League of California Cities.  The meeting was called to order at 10:10 a.m. by Ms. Murphy, Mayor.

 

The invocation was given by Bob Kramer, Community Assistance Coordinator.

 

The pledge of allegiance to the flag was led by the Burbank Police Honor Guard.

 

ROLL CALL

Council Members Campbell, Golonski, Ramos, Vander Borght and Murphy.

Council Members None.

Also Present -

Ms. Alvord, City Manager; Mr. Barlow, City Attorney; and, Mrs. Campos, City Clerk.

 

 

Mayor Murphy

Ms. Murphy made welcoming remarks, and commented on events which occurred during her mayoral year, noting the community spirit.  She commended Public Information Office staff who worked with her on the Mayor on the Street Program. She recognized the presence of former City Manager Bud Ovrom and introduced her family.   

 

Mayor Murphy presented gifts to the members of the Executive Team, as follows: Margarita Campos, City Clerk; Sharon Cohen, Library Services Director; Mike Davis, Fire Chief; Ron Davis, Burbank Water and Power General Manager; Bruce Feng, Deputy City Manager/Public Works and Capital Projects; Mike Flad, Assistant City Manager; Sue Georgino, Community Development Director; Eric Hansen, Interim Park, Recreation and Community Services Director; Derek Hanway, Financial Services Director; Tom Hoefel, Police Chief; Judie Sarquiz, Management Services Director; Jennifer Wyatt, Information Technology Director; Dennis Barlow, City Attorney; and,  Mary Alvord, City Manager.

 

Mayor Murphy also presented flowers to the clerical staff, as follows:  Karen Turner, Administrative Secretary; Nonna von Sonn, Management Clerk; Kathy Barcus, Secretary to the City Manager; and Tina Gunn, Management Secretary.

 

 

Vice Mayor

Ramos

Vice Mayor Ramos commended Mayor Murphy�s accomplishments during the past year, and presented Mayor Murphy with parting gifts, a Mayor�s badge plaque, a gavel plaque and a group photo of the Council.

 

 

City Manager

Ms. Alvord commended Mayor Murphy and presented her with the traditional scrapbook, depicting the events and accomplishments of the mayoral year, and introduced a video which was played commemorating same.

Mayor Murphy expressed appreciation to her colleagues on the City Council, and presented them with gifts.

 

 

Vice Mayor

Ramos

Vice Mayor Ramos introduced her husband, David, and members of her family.

 

 

Mr. Campbell

Council Member Campbell introduced Lauren Karg.

 

 

Mr. Golonski

Council Member Golonski introduced his wife, Barbara.

 

 

Mr. Vander

Borght

Council Member Vander Borght introduced his wife, Susan, and members of his family.

 

 

Presentations

Larry Horner, representing Congressman Brad Sherman, presented Mayor Murphy with a Certificate of Recognition from the United States Congress; and, Rita Hadjimanoukian, representing Supervisor Antonovich, presented a proclamation to Mayor Murphy. They both expressed appreciation to Mayor Murphy for her outstanding service to the community.

There was no response to the Mayor�s invitation for oral communications.

Reorganization

Vice Mayor Ramos stated that �now is the time prescribed by the City Charter for the reorganization of the City Council.  Motions for the selection of Mayor and Vice Mayor are needed.�

It was moved by Mr. Vander Borght, seconded by Mr. Golonski and carried that "Vice Mayor Ramos be appointed to succeed Mayor Murphy as Mayor of the City of Burbank.�

 

 

Mayor Ramos

Mayor Ramos expressed appreciation to her colleagues for the appointment and stated her goals and expectations for the upcoming year. She noted Burbank�s sense of community and identified her mayoral theme of �building community.� She acknowledged the pending budgetary challenges at the local, State and Federal level, and encouraged community participation in the upcoming Budget Study Sessions. She commended the City�s Executive staff and staff in general, and encouraged the community to interact with City staff. She stated that she looked forward to working with her colleagues, staff and the community to find a creative approach to the challenges facing the City, including: updating the City�s General Plan and Land Use Elements; traffic and transportation management; housing needs; obtaining a mandatory curfew at the Bob Hope Airport; and, public safety. She also commended the service of the various City boards, commissions and committees, and encouraged their feedback in addition to that of community representatives and community-based organizations.

Vice Mayor Vander Borght expressed appreciation to his colleagues for their support and thanked the community for the opportunity to serve them.

It was moved by Ms. Murphy, seconded by Mr. Campbell and carried that "Mrs. Ramos be appointed to serve as the City�s Director to the Los Angeles Division of the League of California Cities and that Mr. Vander Borght serve as the alternate.�

Adjournment

There being no further business to come before the Council, the meeting was adjourned at 11:00 a.m. to Tuesday, May 4, 2004 at 5:30 p.m. for a Sewer Lateral and Tree Root Study Session in the Council Chamber.
