Traffic and
Transportation
Study Session |
Mr. Herrmann,
Assistant Community Services Director/ Transportation, reported that at
the February 3, 2004 Traffic and Transportation Study Session, the Council
requested staff review the opportunity sites to determine the level of
development at those sites that would maintain acceptable levels of
traffic operation citywide. He explained that staff reviewed nine
opportunity sites, including: Site 5, located at First Street and Olive
Avenue; Site 6B, bounded by Orange Grove Avenue, First Street, Magnolia
Boulevard and the Interstate 5 Freeway; Site 7, located at the Rail
Station including the Americold property; Site 8, Zero property, south of
Burbank Boulevard between Front Street and the Interstate 5 Freeway; Site
10, (Menasco) located between South San Fernando Road and the Interstate 5
Freeway; B6 Property, located in the northeast quadrant of the Airport
runways on Hollywood Way; Media District Triangle, the site for the
proposed Platt Project, south of Alameda Avenue and east of Hollywood Way;
Blanchard Trust property; and, A-1 North, located at the corner of
Hollywood Way and Empire Avenue. He stated that staff developed a series
of low, medium and high impact scenarios and determined that there was no
significant difference between them. He then discussed the existing and
forecasted trip generations by site and category; the peak hour vehicle
miles traveled; a comparison of the current and forecasted Opportunity
Sites traffic impacts; and, the associated Levels Of Service.
With regard to the
Empire Interchange project, Mr. Herrmann reported that staff has resumed
working with the California Department of Transportation (CalTrans) on the
design specifications which will be completed in a year�s time. He stated
that CalTrans has scheduled starting construction in 2007 and that the
project has been made part of the Interstate 5 Freeway High Occupancy
Vehicle lane improvements. He requested Council input on a proposed design
modification which will eliminate the
San Fernando Road
underpasses and realign the frontage roads,
Victory Place
and San Fernando Road.
It was the consensus
of the Council to direct that the proposed Interstate 5 Empire Interchange
project be put on a future agenda to consider public input, and that a
press release be issued to provide the public with more information on the
project.

Lombardo reported on the Airport Authority meeting of
April 5, 2004. He
stated that the Authority approved a policy and procedure for records
retention and destruction; awarded a hangar lease to Federal Express
Corporation; and, a non-signatory operating permit to Ameriflight, Inc.
Commissioner
Lombardo also clarified on a newspaper article that appeared in the Daily
News on March
27, 2004 with regard to Bob Hope Airport�s potential expansion.

Fire Marshall Starr
presented a report on proposed amendments to the Burbank Municipal Code
relative to wood roofs, wood exterior wall coverings and brush clearance
of homes located in the Mountain Fire Zone. He stated that on
January 20, 2004,
Chief Davis presented an After Action Report on the County Club Drive fire
of October 21, 2003, followed by an aftermath report of the devastating
Southern California wildfires. He noted that Chief Davis presented several
fire protection and damage mitigation measures to assist the City in
ensuring that similar devastating fire loss is prevented, and three main
measures were recommended, including: increased vegetation clearance
requirements; modification of the wood roof ordinance within the Mountain
Fire Zone; and, increased public education efforts regarding home
ornamental vegetation and combustible storage practices.
Fire Marshall Starr
added that on
March 23, 2004,
staff presented the proposed modifications and the Council requested
further clarification with regard to the restrictions on wood siding
material.
Mr. Sloan, Deputy
Building Official, Community Development Department, gave a detailed
description of the selection and placement of restrictions on wood siding
material as determined by the flame spread and fire class fire protective
factors.
Mr. Golonski
commented on the qualification criteria for grant programs and suggested
that the City offer low-interest financial assistance which is not subject
to income restrictions to coincide with the acceleration of the timeframe
stipulated in the ordinance.
Ms. Murphy also
expressed concern with regard to the income restrictions on the City�s
grant programs and noted that the ordinance requires a major home
improvement project in a short timeframe.
Mr. Campbell
supported providing low-interest financial assistance to homeowners in the
Mountain Fire Zone in need of replacing their roofs.
Mrs. Ramos expressed
support for the ordinance and the proposal to provide low-interest
financial assistance which is not subject to income restrictions. She
also requested that the two pieces of correspondence from Ron Tanous and
Patricia Lees, and Eileen G. and Christine Whitehead, be read into the
public hearing record.
Mr. Vander Borght
reiterated strong support for the ordinance and the financial assistance.
