PURPOSE:
To request City Council approval of a proposed resolution that authorizes the City Manager to accept $25,000 in State Farm Insurance Companies� donated funds for the Fire Department, and amend the Fiscal Year (FY) 2003-04 budget by appropriating funds.
BACKGROUND:
In light of budgetary constraints, the Fire Department is currently unable to support the costs associated with Community Emergency Response Team (CERT) training in 2004. With that in mind, the Disaster Services Division pursued the State Farm Insurance Companies� Good Neighbor Citizenship Program as a potential one time funding source for CERT training.
Through the Good Neighbor Citizenship program, State Farm commits resources to �help people manage the risks of everyday life� with an eye towards preventing or reducing injury and loss. Their mission statement states that their goals for providing these resources include �creating safe neighborhoods� and �supporting disaster recovery services.� The CERT training and Community Disaster Volunteer (CDV) programs share those same goals.
State Farm�s charitable contributions focus on education, safety, and community revitalization. Their financial assistance will enable the Fire Department to purchase equipment, provide student training supplies, and develop volunteer capabilities for responding to a disaster. This training and equipment will better enable our Community Disaster Volunteers to augment existing public safety resources which will be overwhelmed following a disaster.
DISCUSSION:
This donation will aid in enhancing the ability of the Fire Department�s Community Emergency Response Team (CERT) and Community Disaster Volunteer (CDV) program to more effectively train the citizens of Burbank. A well - trained citizenry is one of the best steps towards preparing a community for any disaster, including a terrorist attack.
FISCAL IMPACT:
The City is not required to provide any matching funds. This donation provides for a one-time funding source for CERT equipment, supplies and training. This includes audio/visual equipment as well as student materials and labor costs. RECOMMENDATION:
At this time staff is requesting that City Council accept the donation and appropriate from 001.FD000.45000 (donation account) to the following: $25,000 to Fire Department account number 001.FD04A.62970 (holding account) to facilitate donation expenditures.
