SUBJECT: A RESOLUTION OF THE BURBANK CITY COUNCIL AUTHORIZING THE ACCEPTANCE OF A $308,190.27 FY 03-PART 2 STATE HOMELAND SECURITY GRANT PROGRAM (SHSGP) AND AMENDING THE FISCAL YEAR 2003-04 BUDGET, BY APPROPRIATING FUNDS


PURPOSE:

 

To request City Council approval of a proposed resolution that authorizes the City Manager to accept $308,190.27 in FY 03-Part 2 State Homeland Security Grant Program (SHSGP) funds for the Fire, Police, and Public Works Departments, and amend the Fiscal Year (FY) 2003-04 budget by appropriating funds.

 

BACKGROUND:

 

The purpose of the FY 03-Part 2 SHSGP is to enhance the capabilities of state and local first responders by allowing for the purchase of advanced types of equipment to enhance homeland security and response capabilities. 

 

The Operational Area purpose of the FY 03-Part 2 SHSGP is to enhance and expand existing specialized resources that will improve the Operational Area�s ability to prepare for and respond to terrorism/weapons (including chemical and biological) of mass destruction events, while providing an opportunity for cities that do not have these specialized resources to apply for funding to meet their needs for basic protection. 

 

This grant provides funding for terrorism equipment to improve the Operational Area�s capability to respond to terrorist incidents.  On August 8, 2003, an application was approved by the State of California�s Office of Homeland Security for FY 03-Part 2 SHSGP funding.  Prior to receiving funds, the City must meet the following requirements: an Equal Opportunity Employment Plan (EEOP) must be on file for review by the Office for Civil Rights upon request, a certification form must be completed, and an Operational Area Needs Assessment must be completed.  All requirements have been met to accept funding.

 

DISCUSSION:

 

Grant funding will continue giving the highest priority to Personal Protective Equipment (PPE), specialized rescue equipment, and also enhance the Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE) response capabilities of the entire Los Angeles Operational Area by enhancing and expanding existing specialized resources. 

 

Burbank received priority funding due to the fact that we already have a certified Hazardous Materials (Haz Mat) team and an Urban Search and Rescue (USAR) program.  The strategy of the Operational Area grant is to enhance the capability of local agencies to respond to terrorism incidents and is consistent with Fire and Police Department goals.  The Operational Area�s priorities are to provide personal protective equipment and enhance/expand existing specialized resources.

 

FISCAL IMPACT:

 

This is a reimbursement grant.  At this time, Staff is requesting that City Council accept the grant and appropriate from general fund balance to the following:  $209,907.93 to Fire Department account number 001.FD03A.70011 and $98,282.34 to Police Department account number 001.PD01A.70011 to facilitate grant expenditures.

 

This grant will not require matching funds however, the City will be required to provide the cost of local sales tax (1%), which will be a maximum of $2,099.00 for the Fire Department and $983.00 for the Police Department.  Funding for local sales tax for the Police Department was approved as part of the fiscal year 2003-2004 budget.  The Fire Department will use funds carried over for this purpose from FY 2002-2003 in account 001.FD02A.62300.1004.

 

The grant provides for one-time funding for specialized first responder equipment.    Personal protective equipment will only need to be replaced if used, and we will look to future grant funding if replacements are necessary.  The total recurring costs for the Fire Department are a maximum of $4,353 per year over 10 years, which would start in fiscal year 2004-05.  These are estimated at:

 

  • High pressure air bags (1), lifting device on heavy objects during structural collapse. CBRNE search and rescue equipment-$152 per year for maintenance, 7  life years (FY 2004/2005 to FY 2010/2011)

 

  • Search Camera, thermal imaging camera capable of rapidly identifying victim location within burned or collapsed structures - $360 per year for maintenance, 10  life years (FY 2004/2005 to FY 2013/2014)

 

  • Search Cam, victim locating system, with ability to rapidly breach into void spaces and conduct victim search in unstable collapse areas -$268 per year for maintenance, 10 life years (FY 2004/2005 to FY 2013/2014)

 

  • Multi-gas meters, which read Oxygen (O2), Lower Explosive Level (LEL), Carbon Monoxide (CO), and Hydrogen Sulfide (H2s)-($160 ea) $480 per year for maintenance, 7 life years (FY 2004/2005 to FY 2010/2011)

 

  • Cordless reciprocating saw, breaking device - $60 per year for maintenance, 7 life years (FY 2004/2005 to FY 2010/2011)

 

  • Low pressure air bag, lifting device - $315 per year for maintenance, 7 life years  (FY 2004/2005 to FY 2010/2011)

 

  • Post screw jacks, lifting device for use with 4 X 4 posts - $40 per year for maintenance with no life-limit proposed.

 

  • 8-Hydraulic rescue tool, lifting devices- $498 per year for maintenance, 10 life years (FY 2004/2005 to FY 2013/2014)

 

  • Interoperable communications equipment, portable radios, software radios, repeaters and interconnect systems, and satellite phones - $420 per year for maintenance, 7 life years (FY 2004/2005 to FY 2010/2011)

 

  • 3- Level �A� Fully Encapsulated Liquid and Vapor Protection suits for Haz Mat entry team members - ($100 ea) $600 per year for maintenance, 7 life years expectancy (FY2004/2005 to FY 2010/2011) unless damaged by severe exposure.

 

  • 6- Self Contained Breathing Apparatus (SCBA) to provide positive pressure air inside level �A� suits - ($100 ea) $600 per year for maintenance, 10 life years (FY 2004/2005 to FY 2013/2014)

 

  • 6- SCBA air cylinders for level �A� entries - $60 per year for �5 year hydrostatic testing� maintenance, 10 life years (FY 2004/2005 to FY 2013/2014)

 

  • Hazard Categorizing (Haz Cat) Kit for identifying unknown solids and liquids - $200 per year for maintenance, 7 life years (FY 2004/2005 to FY 2010/2011)

 

  • Bio-Chemical detector used to rapidly detect traces of vapor or liquid contamination by nerve agents or mustard gas - $300 per year for maintenance, 10 life years (FY 2004/2005 to FY 2013/2014)

 

It will take approximately thirty days for the State to send the check for reimbursement to Los Angeles County.  It will then take approximately thirty days for the County to send the check for reimbursement to the City.  We will maximize the grant funds to ensure that the Fire, Police, and Public Works Departments are best prepared to respond to a terrorism event.

 

RECOMMENDATION:

 

Staff recommends City Council adoption of a proposed resolution entitled:
