PURPOSE The purpose of this report is to request Council adoption of a resolution establishing the specification and salary for the classification of Fleet Superintendent CTC No. 0355, as shown in the attachment.
BACKGROUND & DISCUSSION In 1998 and 1999, a competitiveness review that studied the fleet operations in the Public Works Department, Burbank Water and Power, and the Fire Department was conducted by Spectrum Consultants, Inc. Staff presented the following recommendations from this study to the City Council on January 16, 2001:
In March, 2001, a night shift was implemented and one of the current supervisors was placed in charge of the operation. The night shift has proved successful in its goal of reducing customer inconvenience because of daytime maintenance. In order to assure the continued success of the night shift, the current supervisor has been permanently assigned to this function.
With this success, it is now time to consolidate the supervision of the light and heavy duty sections of the Public Works Department�s Equipment Division under one superintendent position. This consolidation will result in a significant change in the way business has been conducted in the past. Therefore, for the successful implementation of this recommendation as well as future major programs, a high level of dedicated project management knowledge will be required.
ANALYSIS & CONCLUSION Implementation of a new fleet management software information system, management of the new CNG fuel station, construction and operation of a new hydrogen fuel station, and conducting a vehicle utilization study are but a few of the major complex programs that will take place over the next two years. The new fleet management information system will provide very detailed data enabling management to identify areas in which to make the fleet operation more efficient. Its implementation is not unlike the recent implementation of the Oracle Financials software system. After implementation, extraction and analysis of the data on an ongoing basis will require a high level of analytical skills. The knowledge and skills required to conduct a vehicle utilization study and implement recommendations from the study also require a high project management skill level. As the two current supervisor positions provide day-to-day supervision of mechanical personnel and work scheduling, it is necessary to establish a single mid-management classification that will be responsible for complex program planning, development, implementation, and control over these programs.
Typically, these types of projects are administered by a superintendent position in Burbank�s comparison cities. Therefore, it is proposed that a new position of Fleet Superintendent be established by upgrading one of the existing Equipment Maintenance Supervisor positions. A current and proposed organizational chart for the Equipment Division of the Public Works Department is attached.
On August 7, 2002, the Civil Service Board approved the establishment of a new Fleet Superintendent position. This exempt classification will be represented by the Burbank Management Association.
FISCAL IMPACT The estimated additional salary costs associated with upgrading one Equipment Maintenance Supervisor position to the proposed Fleet Superintendent position would be $9,588 per year. This will not have a negative impact on the General Fund, as this division is funded by Fund 532 � Vehicle Equipment Replacement Fund. There are sufficient dollars available in Fund 532 to cover this additional salary cost.
The salary range for the Fleet Superintendent position was established by doing a salary comparison of equivalent positions with the cities of Anaheim, Garden Grove, Glendale, Huntington Beach, Inglewood, Long Beach, Pasadena, Riverside, Santa Ana, San Bernardino, Santa Monica, and Torrance (see attached survey). As such, the new Fleet Superintendent position�s salary range will be set at $5,689 - $7,104.
RECOMMENDATION Staff recommends that the City Council adopt a resolution establishing the specification and salary for the classification of Fleet Superintendent, CTC No. 0355, as shown in the attachment.
