SUBJECT: A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK REVISING AND RE-TITLING THE SPECIFICATION FOR THE CLASSIFICATION OF ACCOUNTING OPERATIONS SUPERVISOR CTC No. 0008 TO FISCAL OPERATIONS SUPERVISOR CTC No. 0363


 

PURPOSE

 

The purpose of this report is to request Council adoption of a resolution revising and re-titling the specification for the classification of Accounting Operations Supervisor CTC No. 0008 to Fiscal Operations Supervisor CTC No. 0363, as shown in the attachment.

 

BACKGROUND & DISCUSSION

 

The Financial Services Department has undergone a reorganization, which has required the shifting of some responsibilities and duties.  One of the primary changes required additional responsibilities being placed on the Accounting Operations Supervisor.  Currently this position supervises Payroll and Accounts Payable, but under the reorganization, will also supervise Accounts Receivable and Collections (see attached organizational charts).  This proposed position will oversee thirteen employees, whereas, previously the position oversaw eight employees.  These revisions will also clarify the knowledge and experience required for this position.

 

The new proposed title more accurately describes the duties of the new position and is comparable to titles in our survey cities.  We currently survey with twelve cities for our mid-manager positions.  The closest comparable positions in our survey cities are as follows (survey is attached):  Anaheim � Payroll Manager, Garden Grove � Accounting Supervisor, Glendale � Accounting Supervisor, Huntington Beach � Principal Accountant, Inglewood � Accounts Payable Supervisor/Accountant, Long Beach � no close match, Pasadena � no close match, Riverside � Assistant Controller/Principal Accountant, Santa Ana � Senior Accountant, San Bernardino � Payroll Supervisor, Santa Monica � Financial Reporting Supervisor, and Torrance � no close match.  These positions are all mid-management positions that serve as the supervisors except for San Bernardino�s position.  Because of the extremely small size of San Bernardino�s Finance Department, their position is a quasi-division head.

 

FISCAL IMPACT

 

Based on this twelve city survey, this classification is .48 percent under survey.  The current salary range for the classification of Accounting Operations Supervisor CTC No. 0008 is $5,171-$6,283 per month.  The new salary range for the classification of Fiscal Operations Supervisor CTC No. 0363 is proposed to be $4,956-$6,313 per month.  This equates to a $30 per month or $360 per year increase.  This increase will be achieved by the department through salary savings from their positions.

 

ANALYSIS & CONCLUSION

 

The revisions and re-titling of the specification of Accounting Operations Supervisor to Fiscal Operations Supervisor addresses the changes to the classification and more clearly reflects the current duties and requirements.

 

This classification will no longer be represented by the Burbank Management Association and they have been advised of this revision.  This classification will be re-classified as management Exempt (�Z� group) because this classification is directly involved in the costing of labor relations proposals and is subject to other confidentiality requirements.  The Financial Services Director concurs with these recommendations.

 

This classification will be exempt from Civil Service and the Fair Labor Standards Act.  This classification will be included in the City�s Conflict of Interest Code.  These revisions were reviewed with the Civil Service Board on October 7, 2003.

 

RECOMMENDATION

 

Staff recommends that the specifications for the classification of Accounting Operations Supervisor CTC No. 0008 be revised and re-titled to Fiscal Operations Supervisor CTC No. 0363, as shown in the attachment.
