PURPOSE
The purpose of this report is to adopt resolutions revising the specifications for the classifications of Police Sergeant CTC No. 0654, Police Lieutenant CTC No. 0648, and Police Captain CTC No. 0641, as shown in the attachments.
BACKGROUND & DISCUSSION
With recent and impending retirements, it has become necessary for the Burbank Police Department to recruit for several supervisory and managerial positions. These revisions to the specifications for the classifications of Police Sergeant, Police Lieutenant, and Police Captain will more clearly clarify the duties and responsibilities of these positions. They will also change the minimum qualifications to reflect the recruitment needs of the department. While retaining the same overall experience requirements, the revisions will allow for credit for law enforcement experience obtained outside of the Burbank Police Department. This will widen the potential field of candidates for positions.
ANALYSIS & CONCLUSION
The revisions to the specifications of Police Sergeant, Police Lieutenant, and Police Captain more accurately reflect the current duties and responsibilities of these positions. These changes also address the current and on-going recruitment needs of the department, including the ability of the Police Chief to appoint a Police Captain to serve as the Deputy Police Chief.
The classifications of Police Sergeant and Police Lieutenant will remain in Civil Service and be subject to the Fair Labor Standards Act. Both classifications will continue to be represented by the Burbank Police Officers� Association and the BPOA has been advised of these changes. These classifications have not and will be not be added in the City�s Conflict of Interest Code.
The classification of Police Captain will remain in the unrepresented management (�Z�) group. The Police Captain is the only classification in the �Z� group that will retain Civil Service Status. This classification will remain exempt from the Fair Labor Standards Act but will be subject to the City�s Conflict of Interest Code.
The Police Chief and the City Manager concur with these recommendations.
These revisions were approved by the Civil Service Board on October 7, 2003.
FISCAL IMPACT
There is no fiscal impact from the revisions of the specifications for the classifications of Police Sergeant, Police Lieutenant, and Police Captain because the salaries will remain the same for these classifications.
However, it is proposed that when, at the discretion of the Police Chief, a Police Captain is appointed to serve as the Deputy Police Chief, he/she will receive a salary differential of $400 per month or $4,800 per year. This differential will be paid through salary savings.
RECOMMENDATION
Staff recommends that the specifications for the classifications of Police Sergeant CTC No. 0654, Police Lieutenant CTC No. 064, and Police Captain CTC No. 0641 be revised, as shown in the attachments, and that any Police Captain appointed as the Deputy Police Chief at the discretion of the Police Chief shall receive a salary differential of $400 per month.
