PURPOSE
The purpose of this report is to adopt two resolutions revising the specifications for the classifications of Clerical Worker CTC No. 0196 and Utility Worker CTC No. 0975, as shown in the attachments.
BACKGROUND & DISCUSSION
Since these titles were originally established in 1979 and 1972 respectively, the Clerical Worker has become a rarely used classification whereas the Utility Worker has been used as a �catch-all� for both clerical and field operations. During recent negotiations with the Burbank City Employees Association, the differences in the market between field and office personnel became an impediment. To survey positions accurately, it became apparent to the BCEA and the City that field and office positions had to be separated. Instead of creating new positions to reflect these distinctions, the BCEA and the City worked together to revise the specifications for the classifications of Clerical Worker and Utility Worker to delineate office and field activities.
ANALYSIS & CONCLUSION
The intent of these revisions to the classifications of Clerical Worker and Utility Worker is to clarify the knowledge, skills, abilities, and duties for entry-level clerical and field positions. These revisions will assist the City as it compares to other municipalities. They will also address the current needs of the City as it recruits for these positions and will allow the applicants to be better prepared for the duties and requirements of these classifications.
These classifications will continue to be represented by the Burbank City Employees Association.
These classifications will continue to be exempt from Civil Service but are subject to Fair Labor Standards Act. These positions will not be included in the City�s Conflict of Interest Code.
As with all recently revised specifications, the specifications for Clerical Worker and Utility Worker have been formatted to conform to the Americans with Disabilities Act.
These revisions of the specifications for the classifications of Clerical Worker and Utility Worker were reviewed with the Civil Service Board on October 7, 2003.
FISCAL IMPACT
The salary range for the classification of Utility Worker CTC No. 0975 will remain the same $2,166-$2,705. The salary range for the classification of Clerical Worker CTC No. 0196, currently at $1,425-$1,779 per month, will be raised to be equivalent to the salary range for the classification of Utility Worker. That is equivalent to a difference of $741-$926 per month or $8,892-$11,112 per year.
Those employees currently classified as Utility Workers that are performing clerical duties will be re-classified to Clerical Workers with no salary adjustments. Since there are no current incumbents in the Clerical Worker classification, no salaries will be increased and there is no fiscal impact at this time.
RECOMMENDATION
Staff recommends that the specifications for the classifications of Clerical Worker CTC No. 0196 and Utility Worker CTC No. 0975 be revised as shown in Exhibit A.
