SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURBANK AUTHORIZING THE ACCEPTANCE OF A $21,184.63 FY 01 STATE DOMESTIC PREPAREDNESS EQUIPMENT GRANT AND AMENDING THE FISCAL YEAR 2003-04 BUDGET, BY APPROPRIATING GRANT FUNDS


 

PURPOSE:

 

To request City Council approval of a proposed resolution that authorizes the City Manager to accept $21,184.63 in FY 01 State Domestic Preparedness Equipment Grant funds for the Fire Department, and amend the Fiscal Year (FY) 2003-04 budget by appropriating grant funds.

 

BACKGROUND:

 

The purpose of the FY 01 State Domestic Preparedness Equipment Grant is to provide financial assistance to jurisdictions to purchase equipment, support planning efforts, conduct training, and develop exercises to enhance local fire, emergency medical services, hazardous materials, urban search and rescue, law enforcement, and public health terrorism first responder capabilities.   

 

DISCUSSION:

 

Grant funding will aid in enhancing the ability of the Fire Department�s first responder role to perform critical life safety missions in contaminated environments caused by Weapons of Mass Destruction (WMD) and attacks using Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE) devices.  We will maximize the grant funds to ensure that the Fire Department is better prepared to respond to a terrorism event.  

 

The strategy of the grant is to enhance the capability of local agencies to respond to terrorism incidents.  The Operational Area�s priorities:

 

     �        Personal protective equipment

     �        Chemical, biological, radiological detection

     �        Decontamination

 

FISCAL IMPACT:

 

The City is not required to provide a match.  The grant provides for one-time funding for first responder equipment.  The total recurring costs, which would start in fiscal year 2004-2005, are estimated at:

 

  • Air purifying respirator cartridges for Self Contained Breathing Apparatus (S.C.B.A.) mask adapters that would attach from the current masks to a Nuclear, Biological, and Chemical (N.B.C.) type cartridge-use of up to 20 cartridges per year with an annual replacement cost of up to $700 per year ($35 each), 5 life years (FY 2004/2005 to FY 2008/2009)

  • 40 dosimeters for response personnel on a radiological or unknown hazardous materials incident require annual calibration-approximately $400 per year ($10 each), 20 life years (FY 2004/2005 to FY 2023/2024)

 

Accepting the grant funds amends the City�s Budget by increasing Fund 001�s revenue estimate by $21,184.63, account 001.ND000.48010.1069.000000 (Grant-State Domestic Preparedness).  In addition, it appropriates the grant funding to Fund 001, account number 001.FD02A.62300.1004.000000.

 

RECOMMENDATION:

 

Staff recommends City Council to approve the commitment of City supplemental funds and adoption of a proposed resolution entitled:

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURBANK AUTHORIZING THE ACCEPTANCE OF A $21,184.63 FY 01 STATE DOMESTIC PREPAREDNESS EQUIPMENT GRANT AND AMENDING THE FISCAL YEAR 2003-04 BUDGET, BY APPROPRIATING GRANT FUNDS
