SUBJECT: EDUCATION/TRAINING LANGUAGE CHANGE FOR UNREPRESENTED MANAGEMENT AND EXECUTIVE CLASSIFICATIONS


PURPOSE

 

To revise the minimum qualifications on the specification for all unrepresented management and executive classifications to include the following language:  �Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance as determined by the City.  Example combination includes but is not limited to�(insert current specification education/training criteria).�  This language will enhance the departments� flexibility in recruiting qualified management candidates in highly specialized fields.

 

FACTS

  1. These revisions allow for a flexible combination of education and/or experience to substitute for the specific education/experience requirements.

  2. The departments have had difficulty finding a sufficient candidate pool for management positions with specific education/training requirements.  This new language would give the departments the flexibility to consider candidates with either more education and/or more experience to substitute for the fixed static requirements. 

  3. This language is similar to that utilized by other cities (i.e. Glendale and Pasadena). 

  4. This recommendation was presented to the Civil Service Board on April 15, 2003.  The Civil Service Board was unanimous in their support of this recommendation.

FISCAL IMPACT

 

There is no fiscal impact from these revisions.

  

ANALYSIS & CONCLUSION

 

The new language will allow the departments and the City flexibility to recruit from a broader and more diverse candidate pool for management and executive positions. 

 

RECOMMENDATION

 

Staff recommends that the language for the minimum qualifications on all unrepresented management and executive classifications be changed to include the purposed language.
