PURPOSE
To revise the specification and retitle the classification of Utility Telecommunications Manager CTC No. 0947 to Manager Telecommunications CTC No. 0532 and to revise the specification and retitle the classification of Utility Environmental Coordinator CTC No. 0972 to Environmental Coordinator CTC No. 0327, as shown in the attachments.
FACTS
1. These revisions and title changes clarify the duties of the positions and align the titles with the current market industry. These revisions also allow for any combination of education and/or experience to meet the minimum requirements for the positions. This will enhance the department�s flexibility in recruiting qualified management candidates in these highly specialized fields. 2. The classification of Manager Telecommunications will continue to be subject to the City�s Conflict of Interest Ordinance. 3. The Burbank Management Association will continue to represent these classifications and the BMA has been advised of these revisions. 4. The General Manager � BWP concurs with these recommendations. 5. These revisions were approved by the Civil Service Board April 15, 2003. FISCAL IMPACT
There is no fiscal impact from these revisions.
ANALYSIS & CONCLUSION
These revisions allow the applicants to be better prepared for the specialized duties and requirements of these classifications. They also address the current needs of the department and give the department flexibility it needs as it recruits in these highly specialized fields.
RECOMMENDATION
Staff recommends that the specification for the classification of Utility Telecommunications Manager CTC No. 0947 be revised and retitled to Manager Telecommunications CTC No. 0532 and that the specification for the classification of Utility Environmental Coordinator CTC No. 0972 be revised and retitled to Environmental Coordinator CTC No. 0327, as shown in Exhibit A.
