PURPOSETo request City Council approval of a Professional Services Agreement (PSA) between the City of Burbank and Jones Lang LaSalle (JLL) to provide pre-construction services for the DeBell Clubhouse Replacement Project and the South San Fernando Project, Phase I Project BACKGROUND Two important Capital Projects that have been quietly progressing behind the scenes are the DeBell Clubhouse Replacement Project (DeBell) and the South San Fernando Project, Phase I Project (SSP-1). However, these Project�s will be brought to the forefront as staff continues to bring on professional service providers as each Project evolves through the design and development phases. For example, Wolff, Lang, Christopher, the architect for SSP-1, commenced its professional services on January 22, 2003. Staff anticipates commencement of architectural services for DeBell by early June 2003. The different Steering Committees for each project recommended retaining one pre-construction service provider to augment staff for each of these important projects. This recommendation was warranted in part by the fact that: 1. Cost saving benefits is realized through implementing a Value Management Program; improved construction cost estimating and scheduling; and independent review of construction documents prior to bidding and award. 2. Added protection is promoted by improved construction bid documents, and expected construction cost and schedule parameters when utilizing the standard design-bid-build project delivery method. 3. This service function was successfully employed on the Buena Vista Branch Library and Lincoln Park Project, resulting in a project that was completed within budget and ahead of schedule. 4. More efficient and reduced staff coordination efforts result, improved Consultant learning curve, and quality and consistency of project deliverables create benefit by employing a single pre-construction service provider for multiple projects. The Pre-Construction Service Provider will provide professional services on two Capital Projects; the DeBell Clubhouse Replacement Project and the South San Fernando Project, Phase I. South San Fernando Community Center & Community School Project (SSP-1) The SSP-1 consists of approximately two (2) acres in the South San Fernando Redevelopment Area and is bordered by San Fernando Blvd. to the North, Providencia Avenue to the West, and Cedar Avenue to the East. The Project�s conceptual plan generally comprises a two-story 16,000 gsf building with an 8,000 gsf footprint over 40 subterranean parking spaces. The building is a joint-use facility that will provide the needs of the City�s Recreation Program and a Community School to be operated by the BUSD. Other on-site program uses which are subject to further approval and design development may include a small park component with play equipment, a lighted basketball court, on-site parking, and other open space and recreational amenities.DeBell Clubhouse Replacement ProjectNestled away in the Verdugo Mountains, the 18-hole DeBell Municipal Golf Course provides Burbank residents and golf visitors with a true golfing experience and challenge to players of all skill levels while offering spectacular city and mountain views. Completed in 1970, the clubhouse, cart storage, and maintenance facilities have become functionally obsolete. The golf industry has remarkably changed since the late 1960s and will continue to evolve as renewed and widespread public interest continues to grow. The timing in providing a new clubhouse could not be more opportune � dynamic changes to the golf environment and increased demand for golfing activities can be satisfied by providing a new clubhouse to meet the current and future needs of its users. This replacement project represents an opportunity to provide a City recreational support facility that, at a minimum will: � meet the functional demands expected for a clubhouse facility to support a golf course and driving range of this size and nature, � be sensitive in balancing the needs of a large and vocal neighborhood constituency as it relates to traffic generation and other quality of life concerns, � address the need for public meeting space, restaurant, banquet, pro shop, storage, and other clubhouse support facilities, and � evoke a sense of timelessness for the clubhouse by incorporating enduring design and quality, and appealing to the neighborhood and its users. ANALYSIS Staff invited seven (7) pre-construction service providers to submit a cost proposal to augment staff in providing specific technical support efforts for the DeBell and SSP-1 Projects per its January 29, 2003 Request for Proposal (RFP). Five (5) firms submitted cost proposals on February 18, 2003 for review. A Pre-Construction Service Provider Selection Committee convened on March 13, 2003 to hear oral presentations from the top three (3) qualified firms.[1] This Committee was represented by the following individuals: Bruce Feng - Public Works Director
Discussions were held immediately after completion of all oral presentations. Although it was clear that each firm was capable of providing the requested services, the Committee was unanimous in ranking the firms as noted below.
After the Committee established the firm ranking, each not-to-exceed fee was opened. The fees, excluding a reimbursable expense allowance, ranged from $150,000 to $180,000. Staff subsequently analyzed each fee proposal to ensure the scope was comprehensive and commensurately priced. Staff then initiated contract negotiations with Jones Lang LaSalle. Their Project and Development Services group is a leader in the management of pre-construction, design, and construction for clients across the United States. These services have been a core competency for JLL since 1967. Their project management solutions are anchored by the depth of its staff and the commitment to best practices. In its Western Region, JLL employs more than 130 project managers, 65 of which are based in Los Angeles. Their collaborative experience covers a wide range of project types and industries and provides JLL�s Project and Development Services group the flexibility to match the right people with the right skills for any assignment. Considered an integral part of the Project Team and representing the City�s overall best interest, JLL will provide its technical expertise in establishing project controls that will enable these projects to be completed on time, on budget, and consistent with project objectives. Professional Services Agreement Attachment A represents the City�s PSA with Jones Lang LaSalle and details the specific scope of services for the DeBell and South San Fernando � Phase I Projects. In general, JLL will augment City staff in providing the services listed below. � Project Milestone Schedules for the Schematic Design Phase, Design Development (DD), and Construction Document (CD) Phases � Value Management Program � Constructability & Document Compatibility Reviews for the DD and CD Phases � Construction Budget Estimates for the SD, DD, and CD Phases � Coordination and Review Meetings to Develop and Finalize above cited Project Deliverables. FISCAL IMPACT A Not-to-Exceed Fee of $182,500[3] was negotiated for the pre-construction services generally described above and more specifically detailed in the PSA. The Fee represents one and one-half percent (1.5%) of the $12,000,000 total estimated and combined value of both projects and is within the industry-accepted range and norm of one to two percent (1.0% � 2.0%) for professional services of this nature. The Consultant�s Fee will be equally divided between both Projects at $91,250 each. Sufficient funds have been appropriated for the South San Fernando Project, Phase I in account number 370.CP01A.70005.0000.13504. Sufficient funds are also available for the DeBell Clubhouse Replacement portion of the PSA cost in account number 495.PR27A.15022.0000.13635. RECOMMENDATION Staff recommends that the City Council approve the attached resolution entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURBANK APPROVING A PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF BURBANK AND JONES LANG LASALLE FOR PRE-CONSTRUCTION SERVICES FOR THE DEBELL CLUBHOUSE REPLACEMENT PROJECT AND THE SOUTH FERNANDO PROJECT, PHASE I PROJECT [1] All five firms that submitted cost proposals were qualified. However, in the staff�s best judgment, only the three best firms were invited for an interview.
