SUBJECT: RESOLUTI0N APPROVING CONTRACT DOCUMENTS AND AWARDING A CONSTRUCTION CONTRACT FOR BID SCHEDULE nO. 1136, MAGNOLIA PARK STREET IMPROVEMENTS � PHASE 4 Project.


Purpose

 Staff is requesting City Council approval of contract documents and award of a construction contract for Bid Schedule No. 1136, Magnolia Park Street Improvements - Phase 4 Project.

 Background

The Magnolia Park Community Advisory Committee (CAC) was established in 1992 to develop a strategy to revitalize the Magnolia Park business area, along with a neighborhood protection plan for the surrounding residential area.

In November 1997, the City was awarded a grant by the U.S. Economic Development Administration (EDA) to stimulate economic recovery in this area, which was impacted by the 1994 Northridge Earthquake.  This grant funded the first three phases of the Magnolia Park Improvement Project.  These phases consisted of:

Phase 1:  Side street angled parking improvements on Cordova, Avon, and Lima Streets south of Magnolia Boulevard which resulted in the addition of approximately 3 spaces on each block.

Phase 2:  Streetscape improvements along both sides of Magnolia Boulevard from Hollywood Way to Lima Street, and along Hollywood Way from the alley north to the alley south of Magnolia Boulevard.

Phase 3:  Parking lot construction on a City of Los Angeles Department of Water and Power owned property at the southwest corner of Magnolia Boulevard and Kenwood Street.

In November 2001, the CAC requested funding from the City Council for additional improvements in the Magnolia Park area.  The CAC requested that the Council appropriate $125,000 each year for the next five years beginning in FY 02-03.  The funds from the first three years would pay for the construction of angled parking on the following six blocks (two blocks per year):

1.      Avon Street, north of Magnolia (FY 02-03)

2.      Lima Street, north of Magnolia (FY 02-03)

3.      Fairview Street, north of Magnolia (FY 03-04)

4.      Catalina Street, south of Magnolia (FY 03-04)

5.      Frederic Street, north of Magnolia (FY 04-05)

6.      Screenland Drive, south of Magnolia (FY 04-05)

The work on Avon and Lima will result in an additional six parking spaces total on these two blocks.  The number of parking spaces resulting from the work on the subsequent four blocks in FYs 03-04 and 04-05 will not be finally determined until staff completes design for these projects.  However, staff estimates that work on all six blocks will result in a net increase of 18 spaces, for a cumulative increase of 27 more parking spaces on nine separate blocks.  The funds provided in years four and five (FYs 05-06 and 06-07) would be applied toward additional streetscape improvements. 

During the FY 02-03 budget sessions, the City Council decided to fund the first year of the five year program, and to consider funding for years two through five separately during subsequent budget cycles. 

Bid Schedule No. 1136, Magnolia Park Street Improvements - Phase 4 Project utilizes the $125,000 approved by the City Council in FY 02-03 for Avon Street and Lima Street. 

The scope of work includes the widening of Avon and Lima Street from Magnolia Boulevard to the northerly alley to provide angle parking on one side of the street and parallel parking on the opposite side of the street.  The improvements will also include new sidewalk, curb and gutter, and asphalt concrete overlay pavement.  The Project Location is shown in Exhibit A.

Analysis

A bid opening was held on March 4, 2003, and six (6) contractors submitted bids ranging from $68,062.61 to $121,093.00, as shown in Exhibit B.  Tyner Paving Co. submitted the lowest bid, which is below the Engineer�s Estimate of $105,000.00.  Staff contacted the State of California Contractor�s State License Board and has found Tyner Paving Co. license to be current, active and in good standing.  Staff also contacted several references, which provided confirmation that Tyner Paving Co. had satisfactorily completed their projects.

Construction of this project is planned to start in May 2003.  The work is to be completed within 42 calendar days.  This project is considered categorically exempt under CEQA Section 15301(d).

Fiscal Impact

The City allocated $125,000 for this project from the General Fund (Phase 4 only) during the Fiscal Year 2002-03 budget sessions.  These funds have been made available in Project No. 13906.

Recommendation

Staff recommends that the City Council adopt the proposed resolution approving the contract documents and awarding a construction contract to Tyner Paving Co. for Bid Schedule No. 1136, Magnolia Park Street Improvements � Phase 4 Project.
