SUBJECT: City Manager

At the direction of the Council I have met with Mary Alvord on the terms of a possible agreement for her to assume the position of City Manager. I have attached a draft of that agreement for your review and possible approval. The following is a summary of the most significant points of the proposed agreement:
  1. Her salary would be $12,650 a month. This salary would not be changed for the remainder of this fiscal year ('02-'03) and all of the next ('03-'04) without a performance evaluation by the Council.
  2. She shall be entitled to the same City contribution to medical insurance as are other Executives.
  3. Rather than a City car she shall be entitled to a $500 per month car allowance.
  4. She will be entitled to compensation equal to six-month salary in the event that she is terminated with or without cause. However, if she is convicted of a felony, or of a misdemeanor involving moral turpitude or of personal gain, she would not be entitled to this severance.

If you agree with these terms I recommend that you approve the agreement and appoint Mary Alvord to the position of City Manager of the City of Burbank. If such appointment is made she should be immediately sworn in by the City Clerk.
