SUBJECT: AMENDMENT OF THE ANNUAL BURBANK WATER AND POWER CONTRACT WITH PAVECO CONSTRUCTION, INC., IN ORDER TO SUPPORT MPP SITE CLEARANCE


Purpose

 

This staff report requests authorization for:

  1. Amending the existing BWP annual paving contract with Paveco Construction Incorporated by increasing the contract amount by $250,000 to a total of $475,000 in order to support MPP site clearance.

  2.  

  3. Amending the Burbank Water and Power Fiscal Year 2002-03 Budget to include the receipt and expenditure of an additional $250,000 from the Southern California Public Power Authority (SCPPA) for paving in the BWP Yard and at various BWP satellite properties. The paving in the BWP yard is to provide functional lay down sites for the MPP contractor. Paving at the satellite properties is to allow off-site storage of materials and equipment that historically have been stored at the BWP yard but are now to be within the footprint of the proposed Magnolia Power Project (MPP).

The intent of the authorization is to allow SCPPA reimburse BWP for paving work required to clear the MPP site for construction at no cost to BWP.

 

Background

 

Demolition is progressing at the MPP site. The Project Manager of the MPP has identified paving that is necessary, on and off site, to support the clearance of the MPP construction site in a timely and cost efficient manner. BWP has an annual contract with Paveco Construction Inc. to perform paving on an as needed basis throughout the city. The contract is based on unit prices solicited under Bid Schedule No. 1091. The current contract is for $225,000 and runs from 10/15/02 to 10/15/03. The current contract limit will be fully utilized in BWP's normal annual work load. The MPP Project Manager requested work to begin on paving in order to expedite execution of the work with the understanding that BWP would receive full reimbursement for requested work and that the annual paving contract would have to be amended to incorporate the estimated additional paving.

 

The following work has been authorized:

 

Paving of the Magnolia Cooling Towers #3 & #4 footprints after demolition. Completed. $81,577
Modification and paving of the Lincoln Substation Yard to accommodate equipment storage. Completed. $41,275
Grading and paving of BWP property near the City landfill to accommodate electrical material storage. Completed $30,156
Paving of BWP property at the Valley Pumping Plant to accommodate Water Division material storage.  $25,000
Paving of BWP Property At Vanowen and Lima Streets to accommodate Water Division Material storage. ________ $25,000

 Analysis

 

The paving needs for the currently identified MPP site clearance work would consume almost all of the existing annual paving repair contract. Additional work is likely to be identified before the MPP site clearance work is complete. A total estimate of $250,000 is reasonable given the value of the currently identified and authorized work. The MPP work is and will be accomplished within approved procurement guidelines and competitively bid unit prices.

 

The basic annual street and paving repair work will utilize the original contract limit within the normal timeframe of the contract. Amending the contract and increasing the total value by $250,000 to a new limit of $475,000 will allow the MPP site clearance work to proceed in a timely manner and cost efficient manner.

 

Fiscal Impact Statement

 

SCPPA has agreed to reimburse Burbank for the payments made to Paveco to support the MPP site clearance work for a limit not to exceed the amount shown above.

 

Recommendation

 

Staff recommends the City Council adopt the proposed resolution entitled:

 

A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK APPROVING AN AMENDMENT TO THE ANNUAL PAVING CONTRACT BETWEEN THE CITY OF BURBANK AND PAVECO CONSTRUCTION, INC.(BID SCHEDULE NO. 1091), TO INCREASE THE CONTRACT LIMIT TO $475,000; AND AMENDING THE FISCAL YEAR 2002-2003 BUDGET TO PROVIDE FOR THE RECEIPT AND EXPENDITURE OF AN ADDITIONAL $250,000 FROM THE SOUTHERN CALIFORNIA PUBLIC POWER AUTHORITY RELATED TO THE MAGNOLIA POWER PROJECT.
