PURPOSE: To appropriate funds already received from state high-technology grant funding in the amount of $32,029.01. BACKGROUND: The state budget provides funding to local law enforcement agencies for the purchase of high-technology equipment. This money, also known as California Law Enforcement Equipment Program (CLEEP) funding, was approved for a third year, has been received, and now requires appropriation. ANALYSIS: To date, the City of Burbank has received a total of $230,403 in CLEEP funding. The Police Department received $136,815 during the first year of this program, $61,559 for the second year, and now $32,029.01. The Police Department will continue to utilize these funds in combination with other grant funds obtained to upgrade the department�s computer infrastructure which will increase the speed and reliability of the system. This funding will also be used to purchase much needed computer equipment and software to allow easy access to data and increase employee efficiency. In addition, the purchase of crime analysis software will allow increased police effectiveness utilizing existing RMS data, and will allow interface with the city's mapping software. Web page authoring and advanced e-mail will allow the Community Resource Officer to maximize community input and interaction. FISCAL IMPACT: Adoption of the proposed resolution will allow the City to appropriate grant revenues already received. The Grant Fund (Fund 121) will be amended by appropriating $32,029.01 from Account 121-PD000-48010-1059 to Account 121-PD91C-70011-0000-14002. RECOMMENDATION: It is recommended that the City Council approve a resolution appropriating these funds totaling $32,029.01. THOMAS HOEFEL Chief of Police |
