SUBJECT: TO ESTABLISH THE SPECIFICATION FOR THE CLASSIFICATION OF FINANCIAL PLANNING AND RISK MANAGER CTC No. 0347


PURPOSE

To establish the specification and classification of Financial Planning and Risk Manager No. 0347, as shown in the attachment.

FACTS

  1. This establishment reflects the needs of the department as it develops a specialized financial operation.
  2. The proposed classification will be Civil Service, subject to expedited hiring, and added to the City's Conflict of Interest Code. It will not be subject to FLSA. This specification has been formatted to conform to the Americans with Disabilities Act.

  5. The Burbank Management Association will represent this classification and it has been advised of this establishment.
  6. The General Manager - Burbank Water and Power concurs with these recommendations.
  7. The Civil Service Board approved this establishment of classification at their January 8, 2003 meeting.

ANALYSIS & CONCLUSION

This establishment addresses the current needs of the department as it develops a utility financial operation and recruits in a highly specialized market.

FISCAL IMPACT

The new classification will replace the currently budgeted Facilities Manager position at the same salary level. As such, no fiscal impact is anticipated.

RECOMMENDATION

Staff recommends the establishment of the classification of Financial Planning and Risk Manager CTC No. 0347 as shown in the attachment.
